London [UK], November 3 (ANI): China's unusual step of seeking to unilaterally alter the status quo along LAC in eastern Ladakh has led to "deterioration of ties" between the two countries, Foreign Secretary Harsh V Shringla said on Tuesday and noted that India stands resolute in its resolve "not to allow its territorial integrity or sovereignty to be compromised".

In an interview with DW News, Shringla also said that India, US relations are "based on bipartisan support" and will not be impacted by the outcome of US elections. He said the two countries have forged a relationship that has withstood the test of time is very comprehensive and multifaceted.

The Foreign Secretary hit out at Pakistan government over query related to remarks of Prime Minister Imran Khan, saying it is clearly an attempt to distract international attention and domestic attention from his own problems.

He said there is no "common perception" of the India-China border but if an attempt is made to change "where the current line of troops is", it impacts the larger relationship. He expressed concern over steps taken by China along the Line of Actual Control (LAC) in Ladakh.

"It has contributed to the deterioration of ties between our two countries because of the unusual step of China to seek to unilaterally alter the status quo," he said in answer to a query.

"You have to keep in mind that there is no common perception of the border, but if you seek to change where the current line of troops are then it, of course, does impact the larger relationship. We are concerned that China has taken the step. We are very, very clear that we will stand firm and resolute in our resolve not to allow our territorial integrity or sovereignty to be compromised," he said.

Answering a query related to Hong Kong, the Foreign Secretary said, "as a matter of policy we don't comment on what becomes the internal affairs of states."

"We have said that there is a large community of Indian origin in Hong Kong so we are watching the situation with some level of attention and concern and we will continue to do so," he said.

Asked about Quad, he said the grouping is essentially working to "bolster the capacities and abilities of countries in the Indo-Pacific with ASEAN as its centrality in a manner that is both constructive and cooperative".

"Quad is a grouping of countries which have the same vision of a free open transparent Indo-Pacific region and international rules-based order, international freedom of navigation in global commons and also issues such as open connectivity, respecting the sovereignty and territorial integrity of states," he said.

Asked about India's reaction to Pakistan Prime Minister Imran Khan, who had called India a "fascist state inspired by the Nazist regime" in an interview, Shringla said, "considering his situation and Pakistan's own approach towards radicalism, terrorism and issues that are important to the international community, he really shouldn't be making such irresponsible statements".

He said the remarks had come from Prime Minister of a country "that does not recognise the state of Israel, that till now does not acknowledge that the Holocaust took place, that has placed safe sanctuary for Osama Bin Laden and Mullah Omar of the Taliban."

"Years after 9/11, it (Pakistan) is a country that has a debt that is higher than its GDP, a country that has enormous socio-economic and political problems with an entire coalition party seeking to unseat Prime Minister Imran Khan and those who back him from the deep state. It is clearly an attempt to distract international attention and domestic attention from his own problems," the Foreign Secretary said.

Speaking on the future of India's relationship with the United States, he said that the ties will remain the same no matter who wins the presidential elections.

"Democratic candidate Joe Biden also has made it clear in many of his statements that he values a strong India-US strategic partnership. This is common to both President Trump and Biden," he said.

Shringla also said that India-US relations are "based on bipartisan support -- you see it in the Congress and at the public levels".

"We do believe that we have forged a relationship that has withstood the test of time is very comprehensive and multifaceted. We not only share the same values and principles but we also have in strategic vision in what could be a bilateral regional or multilateral relationship. PM Narendra Modi's relationship with President Trump has been special but you have to remember that his relationship with President Obama was also very special," he added. (ANI)

New Delhi [India], November 3 (ANI): India on Tuesday urged the members of the Gulf Cooperation Council (GCC) to facilitate the return of a large number of Indian workers and professionals through sustainable travel bubble arrangements.

External Affairs Minister S Jaishankar raised the issue at the annual political dialogue with the GCC Troika, which was held in virtual mode.

According to an official statement by the Ministry of External Affairs Jaishankar thanked the GCC countries for taking care of the large Indian diaspora in their countries during the Covid-19 pandemic.

"The EAM mentioned that a large number of Indian workers and professionals are now eager to return to the GCC countries to resume their work and "urged the GCC leadership to facilitate their return through sustainable travel bubble arrangements with India," the minister said in a statement.

The minister also apprised GCC leaders about the progress made by India in vaccine development as well as in the development and manufacturing of diagnostic and other equipment related to Covid-19. Both sides reaffirmed that they will continue to work together to tackle the Covid-19 situation.

After the meeting, Jaishankar said in a tweet, "Pleased to participate in the Group of Foreign Ministers Meeting to exchange experiences on COVID-related challenges. Thank FM @FP_Champagne of Canada for convening the meeting."

The MEA further said that the GCC welcomed India's inclusion in the UNSC as a non-permanent member from January 2021.

"Both sides affirmed their commitment to reform multilateral institutions to reflect the realities of the 21st century and to work together to address contemporary challenges such as the COVID-19 pandemic, climate change, sustainable development and terrorism," the MEA added.

The GCC was represented at the troika-level by Dr. Nayef Falah M Al-Hajraf, Secretary General of GCC, Dr. Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs, Bahrain and Dr. Anwar bin Mohammed Gargash, Minister of State for Foreign Affairs, UAE Senior representatives from Saudi Arabia, Kuwait and Qatar also participated in the meeting.

Navies of India, US, Japan, Australia begin first phase of Malabar naval exercises

New Delhi [India], November 3 (ANI): The first phase of Malabar naval exercise commenced off Vishakhapatnam in the Bay of Bengal on Tuesday with participation by Indian Navy (IN), United States Navy (USN), Japan Maritime Self Defence Force (JMSDF), and Royal Australian Navy (RAN).

The 24th edition of the Malabar naval exercise is scheduled in two phases this month. It will display "high-levels of synergy and coordination" based on their shared values and commitment to an open, inclusive Indo-Pacific and a rules-based international order.

It is for first time in more than a decade that the exercise will see the participation of all four Quad countries. Australia is taking part in the exercise after 2007.

The first phase of the exercise will continue till November 6 and will witness complex and advanced naval exercises including surface, anti-submarine and anti-air warfare operations, cross deck flying, seamanship evolutions and weapon firing exercises.

The first phase of Malabar 20 will witness the participation of Indian Navy units with United States Ship (USS) John S McCain (guided-missile destroyer), Her Majesty's Australian Ship (HMAS) Ballarat (long range frigates) with integral MH-60 helicopter and Japan Maritime Self Defence Ship (JMSDF) Onami (destroyer) with integral SH-60 helicopter.

The Indian Navy participation in phase one is being led by Rear Admiral Sanjay Vatsayan, Flag Officer Commanding Eastern Fleet.

Indian Navy units participating in the exercise include destroyer Ranvijay, frigate Shivalik, offshore patrol vessel Sukanya, fleet support ship Shakti and submarine Sindhuraj.

In addition, advanced jet trainer Hawk, long-range maritime patrol aircraft P-8I, Dornier maritime patrol aircraft and helicopters will also be participating in the exercise.

The exercise, being conducted as a "non-contact, at sea only" in view of COVID-19 pandemic, will showcase the "high-levels of synergy and coordination between the friendly navies, which is based on their shared values and commitment to an open, inclusive Indo-Pacific and a rules-based international order", a Defence Ministry release had said on Monday.

Malabar exercises commenced in 1992 as a bilateral IN-USN exercise. JMSDF joined Malabar in 2015. The second phase of Malabar 20 is scheduled to be conducted in the Arabian Sea in mid-November 2020.

The exercise comes amid border tensions between India and China. The US is among countries that have expressed concern over attempts of China to flex military muscle in the neigbhourhood. (ANI)

Tejashwi, the chief ministerial candidate of Mahagathbandhan is contesting from Raghopur, while Tej Pratap, who is sitting MLA from Mahua, is contesting from Hasanpur.

Road construction minister Nand Kishore Yadav is seeking re-election from Patna Sahib.

Polling was held for 71 constituencies in the first phase on October 28 with precautionary measures in place against the novel coronavirus.

Apart from NDA, Mahagathbandhan and a third front comprising RLSP, BSP, AIMIM and some other parties are contesting the election. There are also new entrants and smaller parties in the fray.

The Election Commission has already mandated face masks, hand sanitisers, thermal scanners, gloves, face shields, and PPE kits during the electoral process while ensuring social distancing norms.

It also laid down guidelines for each polling station, including sanitization a day before the poll, markers for social distancing, putting up of COVID-19 awareness posters, and availability of hand gloves. (ANI)
